This position is located in the Department of Small and Local Business Development (DSLBD), Division of Certification. The Department of Small and Local Business Development ("DSLBD" or "Department") supports the development, economic growth, and retention of District-based businesses, and promotes economic development throughout the District's commercial districts.

The incumbent serves as senior Business Certification Analyst, responsible for providing program analysis functions and conduct studies that support the development, economic growth and retention of District-based businesses.

DUTIES AND RESPONSIBILITIES

Plans, develops and conducts program analyses and analyzes impact concerning all aspects of the current or projected program. Analyzes extracts, summarizes and identifies significant trends and issues. Develops, maintains and monitors integrated reporting systems affecting the Certified Business Enterprise (CBE) program. Forecasts and estimated program requirements and prepare programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for top-level presentations and briefings.

Monitors the Business Certification Analyst's research and tracking in areas that affect the certification application process and recommends procedural or policy changes to the Business Certification Manager. Provides updates pertaining to work in progress or upon completion to ensure accuracy, adequacy and adherence to DSLBD operating procedures. Provides responses to FOIA and investigations from citizen affidavits, FBI, OIG, DC Auditor, or other government investigatory body inquiries. Identifies problem areas that may affect the performance of the certification division and recommends solutions.

QUALIFICATIONS AND EDUCATION

At least one (1) year of specialized experience which must be equivalent to the CS-12 grade level of the District of Columbia Government. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
